
Recently, Insight Technology Co., Ltd. in the Xiong’an AI Industry Park announced significant upgrades to its self-developed “Jianzhi” large model. This model focuses on vertical fields such as government affairs, finance, and energy. Following the upgrade, its accuracy and complex logical reasoning capabilities have greatly improved, attracting numerous clients. He Hao, the Chief Technology Officer of Insight Technology, expressed relief and joy after days of hard work.
Data shows that Xiong’an has gathered over 90 key AI enterprises, including Extreme Intelligence, Insight Technology, and WenZhun Intelligent. Through supportive policies, the aggregation of innovative elements, and the creation of a favorable ecosystem, the AI industry is poised for takeoff in this region.
A Collaborative Innovation Ecosystem
On May 9, the Xiong’an AI Industry Park buzzed with activity: the sounds of keyboards, focused coding by developers, and discussions about technology filled the air. As a key AI industrial cluster in Xiong’an New Area, the park focuses on innovation in AI theory and application, creating a full-stack AI innovation ecosystem that encompasses technology research and development, project incubation, enterprise growth, and headquarters operations.
“The park is not just an office space for companies; it serves as an ‘accelerator’ for their development,” said Cui Hang, head of the Industrial Operations Center at Xiong’an Technology Industrial Park Development Management Co., Ltd. The park offers one-stop services from company registration and policy application to talent recruitment and living support, actively connecting enterprises with industry chain resources and application scenarios to accelerate AI innovation.
From algorithm development and computing power support to application scenarios, the entire industrial chain converges within the park, forming an ecosystem characterized by “door-to-door” and “up-and-down” interactions.
“One of our gains after moving into the Xiong’an AI Industry Park is finding like-minded partners,” He Hao shared. During a technical salon organized in the park last year, Insight Technology met Huaqing Zhiyan, located on the floor below. After in-depth discussions, they discovered that their products and technologies could complement each other. Insight Technology’s dense computing technology could deeply integrate with Huaqing Zhiyan’s model security framework, jointly providing safer and more reliable data intelligence solutions for clients in finance and government sectors. The two companies quickly aligned, and their products are now integrated, working together to explore the market.
An Innovation Platform Connecting Industry, Academia, and Research
High-energy innovation platforms are key to activating AI innovation momentum. Xiong’an New Area has established several high-energy innovation platforms, with the Xiong’an AI Research Institute being particularly noteworthy.
The Xiong’an AI Research Institute is a collaborative effort between Xiong’an New Area and the Interdisciplinary Information Research Institute led by Academician Yao Qizhi from Tsinghua University, as well as the Intelligent Industry Research Institute led by Academician Zhang Yaqin. It is set to officially open in June 2025. Currently, the institute has established a “1+6 public research platform”—supported by one talent training platform and simultaneously laying out six specialized laboratories in areas such as embodied intelligence, intelligent driving, and smart IoT, focusing on key fields like AI infrastructure, AI security, and embodied intelligence in healthcare.
Located in Building 3 of the Xiong’an AI Industry Park, the research institute connects to Building 4, where many enterprises are located, through a corridor. This spatial layout creates a complete closed-loop ecosystem of “research—transformation—application.”
“Innovative ideas from one laboratory can find industrialization opportunities in the adjacent building. When companies encounter technical challenges in the market, they can easily ‘go upstairs’ to seek support from top-tier research forces,” Cui Hang explained. The seamless connection between the Xiong’an AI Research Institute and the industry enables research results to flourish rapidly and empowers AI companies’ technological innovation, effectively bridging the “last mile” from the laboratory to the production line.
Comprehensive Support Measures to Foster Innovation
The development of the AI industry relies on a favorable system and environment. In recent years, Xiong’an New Area has introduced several measures to support the development of the AI industry, including establishing the Xiong’an Industrial Investment Guidance Fund and the Hebei Xiong’an Technology Innovation Equity Investment Fund, continuously strengthening digital infrastructure and nurturing the growth of the AI industry, leading to a surge in significant innovative achievements.
In January of this year, the “Jishu” data large model (LimiX) announced its latest results and strategic plans in Xiong’an. This model, jointly developed by Tsinghua University and WenZhun Intelligent (Xiong’an) Technology Co., Ltd., is the first general model in China designed for processing structured data.
Unlike many current language models, “Jishu” focuses on analyzing patterns from structured data and making predictive decisions. “If language models are like ‘humanities brains,’ then ‘Jishu’ is like a ‘science brain,’” said Yu Fei, Vice President of WenZhun Intelligent. Thanks to the support of Xiong’an’s science and technology policies and computing resources, they completed the upgrade and iteration of “Jishu.”
Following its release, “Jishu” quickly garnered significant attention in the industry. To facilitate its implementation, the Hebei Provincial Department of Industry and Information Technology, in conjunction with the Xiong’an New Area Management Committee, recently announced the launch of innovative applications for “Jishu” in eight key scenarios, covering industries such as steel, chemicals, and biomedicine.
“With the support of the Provincial Department of Industry and Information Technology and the New Area, we are accelerating the testing and validation of ‘Jishu.’ Currently, ‘Jishu’ has completed testing and validation in over 60 real scenarios, covering multiple industries, including steel metallurgy, energy, and petrochemicals. A single model covering multiple fields, ‘Jishu’ is praised for its cross-domain generalization, reliability, causal credibility, and high efficiency at the edge,” Yu Fei noted.
Not only ‘Jishu,’ but also several leading AI models such as ‘Fengqing’ and ‘Fengshun’ have emerged from the fertile soil of the future city.
“Xiong’an’s innovation ecosystem provides ample application scenarios for new technologies. We will draw on the nutrients from this land to continuously advance the research and application of AI models,” said Dou Zesheng, Chief Architect of the Xiong’an Meteorological AI Innovation Research Institute.
From the rapid emergence of an industrial park to the gathering of top talents; from the empowerment of high-energy platforms to the emergence of research achievements… in the future city, a grand vision of AI-driven urban development and industrial transformation is gradually unfolding.
